Some might find this a bit of a bulshit story -after all, why would Liu Shi hand Ingrid a gift of which he obviously knew it was going to be checked?
Well, because decoys are used all the time in the smuggling business.
Decoys are used (and often are based on agreements between smuggling organizations and the justice departments of different countries) to let a country reach a certain quota on drug-busts, so they can spread it all over the news and everybody sees that "something is being done", while in reality the bulk of the produce is being transferred via more secret routes...
Of course, Excalibur uses the smuggling given as a basis to get an innocent victim behind bars to be able to let nasty things happen to her.
As a "story" story, "Ingrid works. As an "informative" story, it doesn't.
Excalibur never claimed to want to hit us with facts, so, I decided to let slip the many "errors" in the judicial set-up and grant Excalibur his poetic licence.
Because, after all, "Ingrid" is a well written, more than decent story...
